Spike in bill and subsequent harrassment

I had an Airtel 2G datacard with a free download limit of 1GB and a credit limit of Rs 3000. For one particular month, the billed usage was shown as worth Rs 14000. I was not informed that the bill was exceeding the credit limit nor was the connection cut after it crossed the limit. When I logged a complaint, and after much effort in corresponding with the customer care, I was told via email to make a payment of Rs 4000 as I was a VALUED CUSTOMER and the issue will be closed. After this email, someone from Airtel again called me and came to my office to collect 4000/- and I was told that the matter will then be closed.

I assumed that the case is closed only to find out that Airtel had passed on my number to some Recovery agency who threatened me, in spite of my repeated tried to convince that I was told that the issue is fixed. The haarssment went way beyond control and I was called upto 20-30 times a day. My personal information regarding my call details was also leaked by airtel to this third party recovery agency and they told me that they had information of everyone who I had. They even called some of my contacts.

After repeated complaints to Airtel regarding this issue, Airtel Customer Care representative called me to tell me that the issue was resolved. However, no written communication was sent. No Settlement Letter was given to me. Still, people from the recovery agency are harrasing and calling my number.

I have still been regularly asking Airtel for updates by sending mails but either my mails are not replied to or whoever replies has no context of the issue.
