Adding t0p up charges without asking for services

I am having Airtel landline broadband connection for the past nine years. I had chosen Rs599/- sceme. The average bill per month willbe around Rs 669/-When I got my Dec bill a sum of Rs400 was added as Topup charges. When I took up the matter with Airtel I was told the matter has been informed to the billing section and it will be sorted out. Airtel till date have not rectified the mistake and today I got Marchbill a Sum of Rs500/- added as top up charges. When I complain I am assured the matter will be set right but never this happens.
