Deducted money wrongly - unable to call in emergency

Rs 178 deducted in one week

Below is the summary,

I recharged my number (7893217780) with Rs 222 on 9:40 A.M of 06/09.

Airtel deducted Rs 99 on 10:00 P.M of 07/9.

Airtel deducted Rs 30 on 09:30 A.M of 08/9.

The call to 198 and half an hour fight went in vain (08/09).

I register a complaint in customercomplaints.in on 08/09.

Airtel refunded Rs 30 on 11:55 A.M of 13/9.

Airtel refunded Rs 30 on 03:00 P.M of 13/9.

Airtel deducted Rs 99 on 08:44 P.M of 13/9.

Airtel deducted Rs 10 on 11:04 P.M of 13/9.

Airtel also barred my calls to 198.

Now my current balance is less than Rs 3 as on 14/09 morning.

Now I am not able to make calls in emergency situation.

What is going on? Where is customer satisfaction?

The customer should always in fear when airtel will deduct money.

Please refund my money.
