Cancellation of tour & non-refund of full payment

In December I had booked a packaged tour to Kerala for 3 family members from M/s. Balaji Travels, Pune (Mobile no: 9822678998). One day prior to the start date of tour, the tour organiser informed us that the tour is cancelled due to reservation not confirmed. This has resulted into cancellation of my air ticket for 3 persons, resulting into loss of Rs.20-30, 000/-.

I have been after the tour organiser for last 1 & 1/2 year, but could not get the compensation.

Kindly advice me for refund of this amount.
