IRCTC debited INR 10, 565 including additional 2.75% per card transaction for below failed booking attempts by me on the mentioned dates.

As per their rule (which is only in text not in practice by railway and their banks) they should have refunded me WITHIN 3 working days.
I have mailed IRCTC many times to their [email protected]. without realising that actually the staff who is sitting there DO NOT CARE. Tried contacting them at tel numbers given in their website and all attempts to reach their Delhi no failed as they are always busy (not in customer service then in what??). I reached their Chennai numbers and had attempted to explain my problem to the not-listening ladies who has disconnected me after advising me to raise dispute through my bank.
This is the super service offered by INDIAN RAILWAY. Now where should I look for a solution to the problem created by the GREAT IRCTC.
Looking forward for support but do not know whether this attempt will be noticed by anyone??
