Set Top Box Not Working

My Dish TV Set Top Box (STB) is not working, the LED keeps on blinking and nothing happens on Screen. STB No. 0739ABF07DS24885.

Can some one help me "How do i get it repaired? " Where is the service station around Panjim - GOA?

It is great inconvinience without watching TV at home.

Please help me.
