Failure of installatom of new connection

I purcahsed a new connection through customer service (Shell Trans source) on 19th of August receipt No. is 37365 an the amount payable was 1190/- in the name of Shruti Bajaj but till date no connecton has been installed. Despite of regular talks on the help desk of Airtel from 22nd of August for insatllation as well as for give my mone back no raction has been taken. So what to do and what not. Please help me out.
