Non Refund of Policy

I submitted documentation for refund of my policy # 05363284 in July. I have as of Dec yet to receive refund of my policy. I have called the company every 2 weeks, for the last 6 months to no avail. More than a few times they have told me that policy is ready to be paid out only to bring up some issue or another to put every thing on hold again. I am an NRI and when I bought the policy, no less than 3 executives visited me, multiple times, at my parent's home to sell the policy. Now that I need refund on my policy, I cannot get a straight answer from anyone.
