Reduced credit card limit without prior information

I have been holding ABN AMRO bank’s Credit Card since 2007. There has been no delay in making monthly payments towards the credit card so far.

I had made a total transaction of Rs. 15, 134 on 6th November at 2 PM in the afternoon towards Yatra.com. At 6:50 PM same day I receive a message stating that the credit limit has been reduced from Rs. 1, 37, 000 to Rs. 45, 500 due to a internal review guidelines. Had I known of this earlier before making the purchases, I would not have made any transactions using this bank’s credit card, because when I called up customer service on 12th November to convert my payment of 15, 134 to an EMI option (thinking that the agents would start calling for payments next month) the agent informed that my account has been over limit and the EMI option can’t be done.

Had the re assigning would not have been done I could have easily converted my payment to an EMI option, and avoid any late fee charges because one EMI is currently running on my account and I am not having any problem in making the payments on time.

Now the situation is that, even after complaining this to the bank, they simply denied that they can't help me with this problem and I have to make the full payment of 45, 500 Rs. I recieve calls from collection agents of the bank despite me making regular minimum due payments on the 2nd or 3rd of every month without fail. These agents start calling on 15th or 19th of the same month for collection of payments to be due on 4th of next month.

I am harrased every now and then by this agents due to the bank's fault. My outstanding doesn't seem to reduce and I am wasting money every month making minimum payments. On top of this the bank levies annual charges etc. and keeps on increasing my minumum due.

I want to know where can I complain about ABN AMRO Bank's fault and mental harrasment caused to me. I want to file a case against the bank. Please advise me on this.
