For cheque book

I have saving A/c 1539000100209693 with punjab national bank lawrance road industrial area delhi since20-11. I went there to get the check book for my A/c. They said that my check book is delivered on date 10-12-09 by speed post, i surprised because in 5 days in same town speed post has not delivered.

I want to know is if the branches dont have these kind of facilities to offer..then why they misguide us.
