Money deducted but failed and refund does not come

I have paid the electricity bill of WBSEDCL on 02/01 amt 1560.49 transaction id is 11355004/MBBR2887076503/BILLD through bill desk but it failed transaction but money deducted from my a/c and it was not refunded till date so what should i do now please help me.
