Old no. is cancelled

Sir my no. is 9960159890 is deactivated since 2 months coz card was damaged mechanically. since then i was using other card, but now i want to start above no . which i have purchased in 2007 @ rs. 999/- . problem is that the no. is cancelled . how they can do this since this is a life time validity card only matter is that it was not in use from last two months. that was prepaid card and now they are saying that it is cancelled and if u want to start it will be as a postpaid plan. this is illegal how i can tackle this my email id is
