Delay in generating the insurance policy

I got my new cars insurance done by hdfc ergo on the 1st of November' (the executive took the money of the insurance policy and handed over the cover note).

unfortunately i met with an accident and my car got damaged on the 9th of November, i on priority basis gave my car to the workshop the very next day, on the 16th i was supposed to get my car back but i was told that i require the policy for a cashless claim.

would like to tell that it has been 16 days and the policy not only sent to me but it has NOT been even generated. im in such a mess now that my sister is getting married within a week and i dont have my car just because of somebodies carelessness.

kindly look into the matter, as i cannot pay full payment and wait for the money to be refunded.
