Non Refund of Full Amount

I have booked one ticket in Shramjeevi Express from Patna to New Delhi on 01.06.2009 thur the PNR No. 6127666869, due to some disturbance in Khusrupur Statione, My train was not come on time & I wass booked another ticket in Rajdhani Express. I have call the Railway customer care for refund of my old ticket, the person say, you have filled the TDR in IRCTC & your claim will be refunded on 90 days.

But sorry to say that after completition of more than 15 month I have got only my 50% amount and the payment of balance amount, department says my case no. 650-NR/34 was repudiated due to Ticket was not surrendered within 12 hrs after the departure of the train so no further refund is admissible.

Sir, I want to say that I was held e-ticket, and the law of e-ticket says that you only claim of your refund amount after filling TDR, so how can I surrendered the ticekt within 12 hrs.

so kindly look the matter and credited my balance amount in my A/c at your earliest.
