Non refund of delayed Train Payment

I booked a rail ticket from Haldwani to Delhi (sampark kranti) for 27/11 through IRCTC, online booked on 15/09, but the train got delayed by 3 hrs, hence I did not travel by the train, I made a complaint & filed TDR, on IRCTC 0n 2nd December they forwarded the complaint to the railway department (North Zone), but till date Idid not get any refund.
