Refund of fare

I had booked a Tatkal Ticket from Indore To Mathura, Date of journey is 23.01.2010 under PNR no.8526463893 but the train delayed by more than 5 hours thus I cancelled the ticket but refund shown was 0.00, which is against the railway rules. Thus you are requsted to look into the matter and arrange therefund.
