No refund after one year also

1) TDR filed 1 year back for a tatkal 3rd AC ticket as train got cancelled

2) But tilll now no news

3) When I writtent to [email protected] they said "Kindly note that your refund case of PNR No.2522013853 has been regretted by Admin stating that " no refund in confirmed tatkal ticket"

4) However "http://www.indianrail.gov.in/tatkal_Scheme.html" clearly says

"However, full refund of fare and tatkal charges will be granted on the tickets booked under Tatkal scheme in the following circumstances :-

If the train is delayed by more than 3 hours at the journey "

5) Looks IRCTC guys dont know there rules itself

Now i need refund. how to get it?
