I had applied for TDR on 2nd Apr for the e-ticket booked by me from Howrah to Kanpur central, however I had not travelled as my ticket was not confirmed but I did not receive any refund as yet.

The railway tells me that my wife had traveled hence they will not refund, but when the ticket is not confirmed, The TT in Rajdhani Express will never allow you to step inside, how can railways make such absurd comments, I fail to understand.
