Refund due to FAILED TRANSACTION

On 16/12, I tried to book rail ticket on NET, but after having okayed the payment through my SBI Debit card, came the message TRANSACTION FAILED.The amount Rs.603.00 was debited to my bank account. On the web it is showing as REQUEST SUBMITTED, but I am yet to receive the refund. THE TRANSACTION ID IS 0285912563.
