Non receipt of Railway refund

I filed an eTDR with IRCTC (Railway zone: NRBSB) vide Ref. No.ekt2010101201686561 on 12-10 (Amt Rs.1182/-)against booking made on 28-09 vide PNR No.2540406314 for journey on 06-10 by Train No.2205 New Delhi - Dehradun AC Express, (New Delhi to Dehradun). At the time of booking, the status was RAC 6 & 7, but two hrs. prior to departure of Train, the status has come down to W/L 2 & 3. Even after pursuing the Rly. authorities to allow to travel, they not permitted and threatened to impose penalty of travelled with W/L ticket.

In normal case, if the tkt. is booked through online IRCTC, if any point of time the W/L ticket could not be confirmed, the ticket got auto cancelled and the refund is automatically credited to the individual's account, whereas this system has not happened, as the ticket booking status was RAC .

As a normal procedure, lodged eTDR on 12-10 (normal time taken by Railways for settling refund = 3 months), but inspite of lapsing more than 5 months, the refund is not received by me, inspite of making lot many correspondences.

I request to kindly help me in getting the refund.
