Group booking Refund not paid

We have done advance group booking of 24 people (in 3 groups) six months back to Bangalore - Jammu and in return Srinagar - bangalore for the travel date 13th april to 17th April 12 through a travel agent, King fisher has cancelled the flights three weeks before the journey date, Till now they have not refunded the amount (3.6 Lakhs), when we ask the travel agent they say KF has not paid them so they are not able to pay us. when contacted KF they are buying time and asking us to contact the Agents (Neptune travels). We have lost lot of money on the other bookings based on the KF Advance booking, KF should settle the refund at the earliest
