Non Refund of excess debited

My ticket was doubly debited [Rs 5132 twice] against Ticket PNR K68KCC from Kolkata to Hyderabad on 11.7.10.

Complained on 11.7.10 ; I was given an id [244986] and assured refund by 7 working days.

Since then contacted telephone [1024 6703000] and email 'travel' more than dozen times and every time received promise of return immediately / within 4-5 days.

What can be the reason of this callous attitude - deny by delaying?
