Tenant right

Sir,

We are the tenant of the apartment. Recently the housing society has formed. They asked us to pay Rs.1000/- per month as a maintenance charges. Whenever we go to the society and ask the basis for the maintenance charges, they misbehave us. They said that we are not answerable to your question and what ever your query we will tell your house owner. I want to know as a tenant what is our right. pls. let me know sir.
