No exam & course completion certificate

I had enrolled for the Course CAT-VSXV4 in NIIT, madhyamgram on 27/07. The course duration was 7 months and course was to be finished within 31/03.No faculty was allotted in regular basis and no regular classes took place. Even the examination was not arranged after several times request. So I have not got course completion certificate though more than 1 year has been elapsed.
