Not reach registered post

Sir i talk with Mr. Ghosal who is the authorise person of IEI Institute of Engineers India at kolkata. he told to me that my identity card sent by resistered post on dated 02.02.2011 but it not find by me. so please inform me whats the status.

This is very important for my career. so please inform me about the status of this register post.
