Inverter battery and wiring

I have purchased Luminuos inverter and Exact batteries from Manisha Inverter Shop as on 24-May. I paid Rs. 100 to book the order. He did not have 200 AH battery so he said that he will give me Inverter and 150 AH battery and replace the 150 AH battery with 200 AH after 2 days. I paid additional Rs. 12000 (Rs. 1, 400 pending) to him after installing Inveter and 150 AH battery. However, the bill still says Rs. 13, 400 pending. He did not replace the batteries and did not finish the full wiring. I called him so many times. He says he do not have 200 AH batteries and replace once he have it and said that he will come tomorrow to complete the wiring but did not come to complete the wiring. This is happening since I 10-15 days. What should I do?
