Not changing doa handset

I got a defective new handset of mobell, salore.model is 320I.problem was beyond service center's understanding.service center told that he has issued DOA certificate and handset will be changed and return to you after 15 days.more than 8 months have been passed.one day service center returned the handset in the same condition.plz assist me.
