Discrepancy in Bill Amount

I bought a broadband connection from Airtel paying 6 months rent in advance. The amount was deducted immediately from them. At that point i asked them if i need to pay anything extra, but there response was NO. Later while i was out of station i received a bill stating tax of Rs 700 approximately, but i saw that only after my return. I asked the executive from Airtel what that amount was for, which he was unable to tell, so i was not sure whether to pay for that or not, I was lodged a complaint with them saying that please tell me the reason for the amount, by that time the due date was passed and i received a new bill with Rs 359 late fee. Now i registered another complaint to waive off this amount as i was not given any answer from Airtel about the reason for such charge.

In between i received a call saying that the amount has been waived off, but only two days later they said they cannot waive off the charge saying some reason which the executive was not able to explain.

One month passed and i was not given any satisfactory answer. In January again i received a bill stating Rs 70 late fee on the already existing late fee amount of Rs 359.

My question is why do they charge a late fee when my complaint is still in progress, Now i am not getting any satisfactory answers from Airtel and still the amount is pending.
