Delay in receiving refund amount

I applied for Airtel broadband connection in July. My CEF NO.TBLR is 262846 and I paid Rs. 999/- in cash. I was to get the connection within a week. But after two weeks when there was no response from the service provider, I called up customer care. They told me that due to some technicalities it was not possible to provide the connection and I should lodge a complain in order to claim the refund. I immediately lodged a complain and I was told that after 8 days my issue will get resolved and I will receive my refund amount by cheque.

After two weeks I called them back, as my issue was still unresolved. They said the complain has gone to some wrong dept and i should lodge a new complain.

After lodging few more new complaints and innumerable talks with the customer care executives, my issue is still unresolved. Few of my complain numbers are as follows: 1311662, 2260770, 3612206, 3687986.

My first grievance is that when it was not possible to provide the connection, why was I not informed about it immediately?? Why were they waiting for me to call them and find out?? After almost two months why have I still not received my refund money. Now along with the refund amount, they should also give me a compensation amount for wasting my time and the inconvenience caused to me during the process.
