Wrong Billing, Awful Customer Service

It goes like this:

Since I changed my unlimited plan to a limited one couple of months ago (probably in August), I started facing the below problems:

1. I was getting excessive high broadband bills. Even though my usage remains quite low throughout.

2. I checked the itemized bill and shockingly found out that mass downloads have been shown during odd hours (2 PM/3 PM /4PM etc) when I would be in office and nobody else would be there either.

3. I also keep my DSL line switched off when I am not home.

4. Not only that, in a same day I found that the billed amount is way much higher than the actuals, which I found using a industry leading Network Monitor tool.

This looked very clearly to be either

1. Problem in Billing or

2. Cross connection with other subscribers sharing the same distribution board.

I highlighted the problem to Airtel, which ended up in multiple new complaint numbers, and needless to say: NO SOLUTION.

Being frustrated I stopped paying the Bill (for last two months) and urged them to resolve the issue with immediate action. Nothing was done. Every time only one response would be given that their concerned department has investigated the matter and has found no problem in billing.

Additionally, I sent them all proofs of the actual usage pointing out which all days there are billing mismatches (needless to say, extra billing). Nobody even did care to look at those.

I also have approached Nodal officer and Appellate officer, who again like a copycat replied same set of words. Now these guys are theatening me to take legal actions in case the due is not paid, which is at least Rs. 3000/- extra than what it should be.

Please suggest.
