Error while dialing new mobile no series starting with 95 & 98

I can't dial new mobile no series that start with 95 or 97 (ie 95xxxxxxxx * 97xxxxxxxx)

i have found that the problem is only in my exchange area (kalyanpur kanpur india ie landline no starting fron 257XXXX).
