Harras and unfair charges by local cable operato

Sir,

I live in Indira Nagar in a rental house. I need to change my house within 2 or 4 months due to office problem. Everytime I change my home i pay coneection chg between rs.300 to 400 to my operator. Now i again change my house and cable operator ask me again rs500.(non refundable) as connection chg., is that fair? I have a cable wire 12mts long i offer him to take rs.100.00 as a connection chg and i pay rental as usual but he refused. kindly help me to protect my money to unauthorised and illegal operators. Kindly help me if you can. I am very much thankful to you.
