Call charged for Call Center dailing

I have got my SUMO scheme activated today (21/11). I dailled the Call Center No 24365. I had to wait a long period to get the Call Agent. Apart from this for my call Rs 21/- has been charged. I want to know whether dailing to your Call Center is chargable. If not please recredit immediately. If not recredited please reply to my e-mail ID giving the reasons so that I can take up the matter at approriate authoarity. If I do not receive your reply within seven days the matter will be taken with Consumer Forum.
