Grievance related to refund of course fees from CCS University, Meerut, Consumer Helpline complaint no.- 93470, August

With due respect I, Harish Singh, have registered a telephonic complaint at Consumer Helpline bearing the Complaint No.-93470 in August’2006 in relation to the grievance that I had applied for MBA Course, Distance Learning from CCS University, Meerut in October and have deposited a fees of Rs. 17000/- in 3 installments (receipts attached) through one of their authorized study centre in New Delhi named KCC Softwares at E-79, 2nd floor, South Extension-Part-1, New Delhi-110049, bearing the Enrollment no.04123620 and Identity Card No.-3421 in which my Address given was B-118, South Moti Bagh, Nanak Pura, New Delhi-110021 and now it is changed to Flat No.-64, Lord Budha Apartments, Inder Enclave, Paschim Vihar, New Delhi-110087.

In the first installment I have paid 8000/- for the 1st Semesters Fees by the cheque no.- 745985 of Canara Bank, RK Puram, Sec.-12, New Delhi. I have appeared for my 1st Semester exams and paid another 1000/- as the Examination Fees by cash and have cleared the first semester exam and later paid for the 2nd Semester fees of another 8000/- by the cheque no.- 745993 from the same bank account as mentioned above (please find the copies attached) at the same authorized study centre of KCC Software Ltd as mentioned above.

Dear Sir/Madam, in July the University, CCS, Meerut without any prior notice has closed the course which I came to know after having paid for the 2nd semester course fees of another 8000/-, later I came to know that the University did not have the affiliation for this course which initially they have claimed that the University is affiliated for this MBA Course but subsequently this authorized study Centre of KCC Software got vanished from South Extension address and now they are operating from B-1/26-27 Community Centre Janakpuri, New Delhi- 110058 with the name of KCC Software Ltd, New Delhi.

Dear Sir/Madam, it has been more than 4 and ½ yrs when I had taken admission to this course and since July, I have been rigorously following up both with CCS University, Meerut and the KCC software offices for the refund of my hard earned money of Rs. 17000/-.

Dear Sir/Madam, I have registered a telephonic complaint at Consumer Helpline bearing the Complaint No.-93470 in August’ I even registered my complaint online in August at National Consumer Disputes Redressal Commission and I even received letters for award dated 17th January from Ministry of Human Resource and Development (Department of Higher Education) and from UGC dated 15th February (find the copies attached) but in spite of adhering to the award it is highly unfortunate to see that they have yet not complied to it and on contacting them they do not revert, not even speak about it and behave very rudely.

Dear Sir, I have been following up with the case by writing letters, calling telephonically and meeting them but nothing has happened to their deaf ears and till date not responded which has given me immense emotional setback and mental trauma and because of this whole episode till date I could not complete my MBA qualification, I could not get my refund of fees of 17000/- I could not grow in my professional career as I had already cleared my 1st semester exam there but due to the kind of mental trauma I underwent, I could not furnish my MBA degree same from any other University.

Dear Sir/Madam, I am legitimately and rightfully requesting you to kindly help me get the refund of :

1. Rs. 17000/- (paid in 3 installments, 8000 1000 8000)

2. at 18% rate of interest from October 04 till the date of payment.

3. Expenses to compensate the mental trauma I underwent and

4. the additional expenses for the transportation to CCS University, Meerut and at KCC software offices and the telephone expenses.

Sir/Madam, I am enclosing all the previous letters along with the letters of awards and once again I sincerely request you to kindly help me and please resolve the matter fast as already too much time has wasted and this whole process has resulted me into financial loss and given me a great piece of mental setback wasting all my efforts, time and patience which can never be refunded by any manner.
