Ac-2 tier convert in ac-3 tie

Sir,

we reserved the e-ticket from allahabad to haridwar for 15.07.2008 in ac-2 tier train 4115 allahabad /hdr express.

But on that day all ac-2 tier passengers shifted to ac-3 tier coach, and TT gave me a slip as proof for that., but refused the pay the diference money.i also tried to refund at haridwar railway counter but they also refused to pay.now help me by which manner i will get the difference money...
