Vodafone Post Paid Request

I have received a call from the vodafone regarding the conversion of the prepaid account into the post paid connection and i have already told him that i am not having any of the DELHI ID proof but have only my native town's ID and he agreed with that and said that no other proof of your identity is required and when he came to me i was asked to submit the sum of 250/- and one of my photograph and pan card photostate and drivinglicence photostate which i followed (i made the request on 7/11) and he then assured me to turn me prepaid account into the post paid account against the same number after the varification but when he came for varification i was at home on the eve of DIWALI in between i tried many times the VODAFONE sim which the customer care executive provided me against the 250/- charge but it showed "Sim Registration Failed" and after returning i again lodged the request for the same to the customer care now they are saying that we require your Delhi ID Proof (which they denied at the time of registering my request) and my vodafone phone has not been converted into the postpaid one yet and have called customer care many times now i am too much iritated. pLease giude me for the same that now i want to take the legal action against this. As nowadays i am unable to take the decision that should i continue my prepaid account or wait for the conversion into the postpaid as the validity is goind to expire.
