VC Card replacement failure

We have been using the Dish TV services for over a year and the half. For the last 2 weeks our Set top box has been showing the error message '402.Check VC Card'. We immediately called the Dish Care and they told us the procedure to reinstall the card for cleaning. Inspite of doing that the VC card was not functioning. The Customer Care executive then listed to us the names of 3-4 dealers where we need to take the VC card & set top box to have the same checked for any problems. I took the problem to a AEROLINE ELECTRONICS in Hauz Khas who are authorised Dealers and they refused to help. They put me across to a Mr. Neeraj from DishTV who promised that a replacement VC card will be sent the very next day. We waited for 3 days, constantly trying to get in touch with Mr. Neeraj again and he would not pick up our calls.

We again got back to the Dish Care who gave us the number of a Mr. Simos of Dish, who inspite of several calls finally decided to send someone after a couple of days. When no one turned up, we again spoke to him and he promised to send someone the next day. After waiting for over 2 weeks and making several calls to the Dish Care and to Mr. Neeraj & Mr. Simos (both of whom are not taking my calls) our Set top box is still not functioning.

I would like to know if I have a case agianst them to go tothe Consumer court and challeneg thier lack of proper backend support. If I can also get telephone numbers of the senior management would also help to bring this to thier attention.
