Train 6 hour Late but full refund not given

3142 Teesta Torsha was 6 hour late at New Farakka on 18/07/09. My booking was from New Farakka to Bandel in 2nd AC (PNR 623 0099590). I cancelled the journey and approached on-duty ASM/Gen Booking counter for full refund (it was 9.30pm and as usual only those staffs were on duty). I was told to claim refund next day across reservation counter.

But next day - only 50% refund given in spite of report of late running of train. On 21/07/09 - I meet the Station Master as well as Chief of Reservation Officer - but full refund not given.

Later I wrote to CCM (Refunds) - Eastern Railway with photocopy of the cancelled ticket and late running proof (DTDC Docket No. K35755341, dt 29/07/09) requesting me full refund. However, till date I have not received any reply from CCM office.
