Non receipt of survival benefit of PLI Policy

I had sent my original PLI policy No APS-AE-307659-M to Addl Director General of APS (PLI Cell) C/O 56 APO on 20 Sep 10 for refund of my survival benefit. The benefit was due on 21 Oct 10. But despite of repeated reminders, neither the original policy has been received by me nor survival benefit of Rs. 20, 000/- has been received till date. Not understood how the organisation is being run. Please intimate the present status of my case and return my original policy and pay the survival benefit at the earliest
