Wrong promise

Recently our cable tv operator (Navin Cable TV, Choolaimedu) replaced our SCV Set Top Box with hathway set top box free of cost. I have filled up the Hathway Customer application form. There in I have chosen 10 pay channels (Star Movies, HBO, Animal Plant, Discovery, Zee Studio, Espn, Star Storts, Set Max, Star Cricket and Ten Sports) and Paid Rs.57/- (Rs.5/- per Channel with tax) to him along with basic fee of Rs.100/- for cable operator. My sim card number is 000027264969. I have not selected any bouqet since all the are having more numbers of hindi channel which we don't want to see. I have clearly explained to the cable operator that since I have not selected any bouquet offered by hathway, I know that free to air channel cannot be accessed thru STB.

All of a sudden, the cable operator came to my house after few days and informed me that to have Hathway STB I should select any one package otherwise, I am not eligile for Hathway STB. Since, I refused to select any package, they have taken back the STB provided to me earlier.

Is it fair that even after I have selected 10 Pay channels and agreed to their condition that I dont want to see FTA thru STB.
