High bill but not usage

I've requested for changing my bill plan from Rs.299 to Rs.399... and then i have requested to change my msg to 0.10 paise... the costomer care people told me that she will activate it with in 4 hours... but now it has been almost 2 months the request has not been done... because of this my bill is too high rate...
