Balance Transfer not received. Ask them to cancel many times but they do not cancel

Dear sir/madam,

I had requested a balance transfer of amount 12000 from my HSBC Credit card on 19th May 09.

I have not received the Balance Transfer cheque order, so I e-mailed them multiple times to cancel the balance transfer from their side. But they do not cancelled. They ask me to fill a bond of Rs 200 for cancellation of BT.

Why do I pay bond of Rs 200 for cancellation when I have not received the BT? I have even threatened not to pay the due amount if the bank donot cancel it from their side automatically After customer complaint that I have not received the Balanace Transfer send by HSBC bank.

Is it my fault that I have not received the Balanace Transfer cheque from HSBC?

Last day I have received my monthly statement of HSBC Credit card showing the above said Balanace transfer amount of Rs 12000.

Is it FAIR?

I dont think so.
