Showing inability in issuing NOC

Dear Sir,

I have stated my case in detail in one of the correspondence with HSBC. Bank is accepting that there is no outstanding balance still I not getting NOC even after repeated request. Bank is even not providing reason for not issuing the NOC.

When I have made the complete payment of all the outstanding dues for which I have received an acknowledge mail as well, why am I not getting NOC.

Some of the financial institution are not accepting this as a reference mails for no dues. They are asking for NOC certificate. So please arrange for the same.

Also to recall, this card was issues to me with the promise that this would be lifetime free. However, in my first statement when I have seen that the joining fee and yearly charges waere levied, on interaction with you customer care I was told that this will be reverted and reflected in my next statement and no need to pay any financial charges amount. So accordingly I have made the payment of Rs. 8398 (cheque no 268064) dated 21-12-06 which I made the purchase. After that I had surrendered my card by cutting it into two pieces and dropped in one of the ABN AMRO ATM dropbox (I am having a photocopy of the same).

I again got the statement almost after 7 months (14-07-07) with all the charges, then I called up Chennai office and discussed this with one of ABN AMRO sr. official on the same day around 4:30 PM. After checking the details she told me that an amount of Rs 588 (I have made a purchase) was outstanding which I had not paid, as that was not reflected in the statement for which I had made the above payment of Rs 8398. She then told me to make the payment of Rs. 588, which I have paid through a cheque (no. 576687 dated 14-07-07) to collecting person Pankaj (of BSA), with a promise to get NOC letter once the amount got credited. Though the amount got deducted from my account I have never received any NOC. Later I was trying to follow up but didn't get in tough with here again.

Post that I have not received any statement so I thought that the case was closed. Suddenly I received and notice dated 29-02-08 stating some oustanding amount that need payment. On discussion they have suggested to go for settlement and I agreed for it. So on receiving "Without Prejudice" notice with settlement amount of Rs 1000 I have made the payment throught cheque (no 777159 dated 08-03-08). Even after that I have not received any NOC.

In order to close this I visited you branch in NOID sector-18 office on 30-06-09 and was told by Mohit Chopra (AVP - Debt Management Consumer Credit Risk) that though the settlement was done on 2008 but due to technical error it was not updated in bank. Further, another bank manager (Hitesh Arora and Balakram) suggested that in order to close this account I need to pay outstanding amount as of date. Again I have made the payment on 02-07-09 of the same in cash and sent the scanned copy of the receipt to [email protected].

Still I am hearing that "We regret our inability to provide No Objection

Certificate (NOC) as per bank's norms". So I wanted to know why still I will not get the NOC.
