Sim not activated in given time

I bought an idea sim on 13/07/09 with complete documents and payment from ITBL TELECOM PVT LTD., ITBL HOUSE, B-70, NARAINA PHASE-2, NEW DELHI and i was assured by the company executive that the sim will be activated in 24 hours but till today its not activated . whenever i cal ITBL office they give me an excuse get the sim activated from IDEA call centre and same reason is given by IDEA cal centre to contact ITBL TELECOM.I requested them to cancel my sim and refund my money as the service is not activated which again they are not ready to do

sim no is 0947923475 and the promised cell number was 9718200036, please help me get my payment back and oblige.
