New connection not granting

want a new connection and I have Employer's certificate as address proff but agency contact is saying we can not give you new connection becouse many connection is in this house addrese but sir i have not any gas connection iam privet Employ and iam in rent in this house 2237, sec- 40 C Chandigarh and i was go to Jai gas agency, sec-40-C chandigarh

Please sir suggested me what can i do

i had no any gas connection...
