Delivery of refill LPG bottle

I have LPG connection of Indane Gas with Agency Arjun Gas Agency at Naranpura, Ahmedabad. The delivery boy came to my residence to deliver refill bottle. The bottle was without safety cap. The deleivery boy also refused to weigh the bottle. I tried to complain at IOC customer service number provided on Bill. It is very sad to report that executive on the phone talked very roughly and did not realise the seriouness of situation. During our five minute conversation he only tried to prove that all was my mistake and instead of helping me he ordered me to put down the receiver. At least at customer service/ care centre, there should be a person who is willing to serve or care the customer and not only doing Government job.
