Non receipt of IPO refund of Central Bank of India

I had applied for Central Bank of India IPO and although Intime Spectrum website says that the refund has been made, I have not received any refund order nor any check credited to my bank account. I am an NRI residing abroad and I have made various efforts to contact Intime Spectrum but absolutely no response. It is several months now and it is pathetic that such a company should be a registrar who do not have proper system of responding to customer complaints. Normally they should have credited to my bank account whereas they chose to post the check which never reached me. Can someone let me know how do I get my money back as it is several months now.
