No refund - unjustifiable reason for refusal

Booked etickect to travel on 13 Feb 09 but unfortunately train missed by 5 minute.

Filed a TDR to calim refund.

Earlier status for TDR shown was Admin approved but now it is showing regret.

Reason provided for regret is travelled on tiket.

What identity used to verify the passenger who travelled on the same ticket for which I claimed TDR refund agaisnt reason Passenger not travelled?

Travelled by bus to the destination and can prove for the said trael in counsumer court if refund no rpovide in a week.

Raising a complaint in consumer court for the same issue if no reply within 4days.

Its a one of the way of increasing railway profitability by refusing refund.

Irctc is 100% efficient in colleting money but 100% failure in paying refund.
