3-phase meter connection

Sir,

This is to bring to your notice that I am a resident of Gauri Enclave, Maitri Marg, Bariatu Ranchi Jharkhand. I have an existing electricity connection with 1 KW meterwith 1 phase. As I intend to use more electrical appliances I need a three phase conection for 10 KW. For the purpose I have applied to JSEB on 17-06-07 (Receipt no. JU 276218 for Rs. 307/- and Receipt no. JB 402721 for Rs. 1800/-). It has been more than one and a half years without any action fom the board. I tried to find the name of Public Information Officer of the board but there is no such information any where. Kindly help me get a solution to my problem.
