Failed to Deliver Items

I ordered a birthday gift to be sent to one of my relative in India through the KeralaFlowersGifts.com site. The order id is HKFG-1912200721. The payment was also deducted from my card. But the gift did not reach my relative. I tried calling the customer service at 00 91 98300 29699, but the numbers does not exist. It is a fake site and I am surprised the site is still up. How to initiate legal proceedings against this site. I don't want others to suffer like me.
